The CC41 (Utility Clothing Scheme) was introduced in Britain in 1941 during the Second World War as a government initiative to regulate clothing production amid severe shortages of fabric and raw materials. Designed by the Board of Trade and marked with the distinctive “CC41” utility logo, the scheme ensured that garments met strict standards of durability, affordability, and minimal material waste, while discouraging extravagance. Unlike rationing alone, which limited how much people could buy, CC41 standardized quality so that essential clothing was accessible to all social classes, thereby promoting equality in wartime austerity. Beyond practicality, the scheme reflected broader ideological aims: reinforcing collective sacrifice, encouraging functional modern design, and challenging pre-war consumerism.
